I don't know where you are but when I clicked on Service status for my area I have copied and pasted below what it says.
I am not having any problems but I knew I had seen the 319 problem, hope it may help.
We know of 2 issues in your area
Some customers may currently be getting error 319 on various Sky and Channel 4 On Demand programmes
We have identified the problem and an engineer is on their way.
